Whereas the government of Ontario lifted all COVID-19 related temporary restrictions on indoor capacity on March 14, 2022,

Whereas online proctoring of examinations adds a secondary fee that presents an unnecessary barrier to entering the profession,

Whereas many examination candidates did not receive their results from the spring 2024 examinations ending on July 24th before the fall session registration deadline only 6 working days later, on August 2nd,

Whereas many candidates did not receive their exam results within the 45 working days required by the Ontario Professional Engineers Act General Regulation Paragraph 39,

Whereas PEO updated its website on September 19th to state that exam results may take longer than the mandated 45 business days in contradiction to the rule of law,

Whereas the secondary eProctor registration requirement introduces an unnecessary single point of failure in the process between registering for and taking the exam,

Whereas the eProctor interface is susceptible to connection errors that terminate the exam and unnecessarily set back the technical examination candidates by half a year,

Whereas technical exams, for many decades prior to 2020, were completed within a period of 1 to 3 weeks but will now take 11 weeks in the fall of 2024,

Whereas the OIQ fall 2024 examination schedule is only 2 weeks with in-person invigilation,

We, the undersigned, respectfully request that PEO consider the following actions to improve the technical examination process:

  1. Return to in-person invigilation at regional offices as the default, with eProctor available as an open accommodation for all those who feel they may need it (for any reason).
  2. Ensure examination results are provided within 45 working days as required by law.
  3. Shorten the examination schedule or offer additional exam sittings to allow candidates to receive their results prior to registration deadlines, enabling them to complete their exams sooner.
  4. Reduce the time between the registration deadline and the start of the examination period to 6 weeks or less to help candidates complete their assigned exams sooner.
